Which Question Does OEKO-TEX Answer, and Which One Does GRS Answer?

OEKO-TEX STANDARD 100 answers whether the article stays under the limit values for listed substances. The recycled content family answers how much certified input entered it and whether custody is intact. bluesign answers how the chemical input stream is managed. Write the sentence first, then find the certificate that supports it.

Quick answer

Three certificates answer three different questions. OEKO-TEX STANDARD 100 answers whether the finished article stays under the limit values for listed substances in the product class it was tested in. The recycled content family answers how much certified recycled input entered the article and whether the chain of custody is intact. bluesign answers how the chemical input stream is managed at the stages that use chemicals. None of the three answers the other two.

Buyers are asked for certificates in a list, and the list is then treated as one thing. It is not. A certificate is an answer to a specific question about a defined object over a defined period, and the three families in common use in this industry answer questions that barely overlap. Asking one of them to stand in for another is the single most common document error in a bag programme, and it is invisible until someone downstream reads the certificate properly.

This page sets out, for each of the three, the question it answers, the document that proves it, what it explicitly does not answer, and the buyer sentence it actually supports. It then gives the four combinations buyers get wrong most often, and the lines that should go into a specification so that the right document is requested at the right time.

What Question Does OEKO-TEX STANDARD 100 Actually Answer?

It answers a question about the article: does this article, tested as it will be sold, stay under the limit values for the substances on the list, in the product class it was submitted under. The test is performed on the finished article or on its components as assembled, and the result is tied to that article and that class. It is a test result, not a management system certificate and not a material certificate.

The product class matters more than buyers expect, because the limit values are set by class and the class reflects how closely the article sits against skin. An article tested in one class does not carry a result for another. Where a programme submits a bag in the wrong class, the certificate is valid and useless at the same time, which is the worst combination a document can have.

What Document Proves an OEKO-TEX Result?

A certificate naming the issuing institute, the article or component tested, the product class, and the validity period. The certificate is issued for a defined scope and expires, so the document that matters is the one in force on the date of the shipment, not the one that was sent at quotation. Where the certificate covers a component rather than the assembled article, the claim that can be made is about that component.

Two checks belong on every certificate of this type, and both take less than a minute. First, the article described has to be the article being shipped — the same construction, the same coating and the same trim set. Second, the validity period has to cover the shipment date. A certificate that fails either check is not evidence for the lot in question.

What Does OEKO-TEX Explicitly Not Answer?

It does not answer where the material came from. A fabric made entirely from virgin polymer and a fabric made entirely from recycled polymer can both pass, because the test is about what is in the article, not about where the polymer originated. It does not answer how much recycled input the article holds, and it does not answer how the chemical input stream was managed at the wet-processing stages.

This is the point at which most programmes get into difficulty. A buyer asks for a certificate, receives one that passes on substances, and prints a recycled content claim on the strength of it. The certificate supports nothing of the kind. The recycled claim needs a chain-of-custody document, which is a different family entirely.

What Question Does the Recycled Content Family Answer?

It answers two linked questions: how much certified recycled input entered this article, and is the chain of custody that carries that claim intact from the input through to the sale. The first is a quantity question and the second is a record question. Both are answered by documents, and neither is answered by a test on the finished article, because recycled content cannot be measured reliably on a finished textile by inspection alone.

The family works on certified input and on custody rather than on the physical properties of the output. That is why the arithmetic and the record-keeping carry the weight, and why a claim in this family rests on documents that name lots, quantities and the entities that handled them.

What Document Proves a Recycled Content Claim?

Two documents, in a chain. A scope certificate at each certified site, establishing that the site is certified to handle certified input under the named standard. And a transaction certificate issued at the sale of a specific lot, naming the buyer, the goods, the quantity and the certified fraction. The transaction certificate is the document a buyer should hold, because it is the one tied to the goods that were invoiced.

The chain is only as strong as its weakest handover, and the check is simple enough to run every time: the scope certificates should cover every site that appears in the transaction chain, and their validity periods should cover the dates on the transaction certificate. Where one link is missing, the custody argument stops there, and anything printed downstream of the gap rests on nothing.

What Does a Transaction Certificate Explicitly Not Answer?

It does not answer whether the article is free of listed substances. A fabric can carry full certified recycled input and still fail a substance test, because the two questions are unrelated. It does not answer whether the chemical input stream at the dyeing and finishing stages was managed. And it does not answer anything at all about performance — strength, abrasion, colour fastness and coating adhesion sit outside this family entirely.

A useful way to hold this in mind: the recycled content family is an accounting system with a physical input behind it. Everything it says is about quantity and custody. Every physical property of the finished bag is somebody else to answer.

What Question Does bluesign Answer?

It answers a question about the input stream: how the chemicals entering the textile process are assessed, selected and controlled, and how the site manages emissions, resource use and occupational health at the stages that use chemicals. The object of the assessment is the process and its inputs rather than the finished article, and that is the reason a bluesign listing does not substitute for a test on the article.

Where a customer asks about chemical management rather than about a test result, this is the family the question points at. It is also the family that a bag programme most often cannot evidence directly, because the certification sits at the fabric or the wet-processing stage rather than at the assembly stage. Ask where in the chain the listing sits before promising it.

One table, three questions. Read the second column before asking the first certificate to do the third job.

Which Buyer Sentence Does Each One Support?

The discipline that prevents most errors is to write the sentence first and then find the certificate that supports it, rather than to receive a certificate and then decide what to say. A sentence about substances needs the article test. A sentence about content needs the transaction certificate. A sentence about chemical management needs the input-stream listing. Where the available document does not match the sentence, the sentence changes, not the other way round.

There is a practical benefit to doing it in that order beyond accuracy. The three documents have different lead times and different validity periods, and knowing which one a sentence needs at the point the artwork is drafted puts the request into the schedule while there is still room in it.

Which Four Combinations Do Buyers Get Wrong?

Four, in descending order of how often they appear in a file review. Each one is a substitution: a document that answers one question is filed as though it answered another. All four are caught by reading the scope line on the document, which is the one line nobody reads.

Four substitutions. Each is caught by reading the scope line on the document.

How Do the Three Interact Inside One Product?

They are independent, and they can be held in any combination. A bag can carry certified recycled input and pass a substance test and come from a site with no input-stream listing. It can also carry all three, or none. There is no hierarchy between them and no one of them implies another, which is the reason the specification has to name each requirement separately rather than asking for certificates in general.

The interaction that does matter is at the component level. The shell may carry the recycled certificate, the lining may carry the substance certificate, and the webbing may carry neither. A product-level statement then has to be built from the breakdown, and the sentence has to name what it covers. Where a product-level statement is unavoidable for space, the substantiation file has to carry the breakdown that makes it true.

What Should Be Written Into the Specification?

Name each requirement on its own line, with the standard, the object — article, component or site — and the evidence that ships with the invoice. A specification that says certified fabric will be answered with whatever certificate is easiest to produce. A specification that names three lines will be answered with three documents, or with a clear statement of which one cannot be met.

When Should All Three Be Requested?

At quotation, in one list, before the fabric is booked. Two of the three are held at the fabric or processing stage rather than at the assembly stage, and the assembly stage cannot produce them on demand. Requesting them after sample approval means the documents arrive after the booking, which is the point at which a missing document becomes a sourcing change rather than a paperwork task.

The ordering inside the request matters less than the timing, with one exception: where a programme has a fixed launch date, request the document with the longest validity lead first. Validity periods differ, and a certificate that expires between sample approval and shipment is a certificate that has to be renewed before the goods can be invoiced against it.

What Does Each Cost the Programme in Calendar Time?

Different amounts, and at different points. The article substance test is quickest where the laboratory is booked and the article exists, so it sits comfortably inside the sampling window of 6-10 working days from a signed-off tech pack. The recycled input documents depend on the fabric source and its certification status, and they can add time before the fabric booking. The input-stream listing usually has to be evidenced at the source, and it is the one most often unavailable on a short programme.

None of the three changes bulk production, which stays at 35-50 days from written sample approval. All three can move the front end, which is the part of the schedule that is easiest to underestimate. Where a launch date is fixed, the honest plan treats document availability as a milestone on the critical path alongside the fabric booking, and it is tracked in the same place.

Working with the three certificate scopes

  • OEKO-TEX answers substances in the article; the recycled family answers content and custody; bluesign answers input-stream management.
  • Write the sentence first, then find the certificate that supports it, not the other way round.
  • Request all three at quotation, before the fabric is booked, not after sample approval.
  • Read the scope line: it decides what the document covers and what it does not.
  • Name each requirement on its own specification line with the standard, the object and the evidence.

Frequently Asked Questions

What does OEKO-TEX STANDARD 100 test for?

Whether the article, tested as sold, stays under the limit values for the listed substances in the product class it was submitted under.

Does an OEKO-TEX certificate prove recycled content?

No. Recycled content is a custody question answered by a transaction certificate. A substance test says nothing about where the polymer came from.

Does a transaction certificate prove the bag is free of listed substances?

No. It accounts for certified input through the chain. Substance content needs a test on the finished article in the correct product class.

What does bluesign certify?

The management of the chemical input stream at the stages that use chemicals, together with emissions, resource use and occupational health at those stages.

Why does the product class matter on a substance certificate?

The limit values are set by class, and the class reflects how closely the article sits against skin. A result in one class does not carry to another.

What is the difference between a scope certificate and a transaction certificate?

A scope certificate says a site is certified to handle certified input. A transaction certificate covers a specific lot, buyer and quantity. The claim needs the second.

Can one certificate cover a whole bag?

Only if every component was submitted and listed. Trims and hardware sit outside the certified scope more often than not, so the component breakdown decides it.

Should all three certificates be requested at the same time?

Yes, at quotation, before the fabric is booked. Two of the three are held upstream and the assembly stage cannot produce them on demand.

Does requesting certificates change the MOQ?

No. MOQ stays at 500 pcs per style and colourway. What changes is the front end of the schedule, where document availability can gate the fabric booking.

Does it change bulk production time?

No. Bulk production stays at 35-50 days from written sample approval. The document work sits ahead of that window.

Which certificate should be requested first?

The one with the longest validity lead, where a launch date is fixed. Validity periods differ and an expired certificate has to be renewed before invoicing.

What should the specification say about certificates?

Name each requirement on its own line with the standard, the object covered, and the evidence that travels with the invoice.

What happens if one certificate expires and the others do not?

The claim that depended on the expired one loses its document. Record expiry dates at quotation and re-check before shipment.

Can a bag carry all three?

Yes, and the three are independent. There is no hierarchy between them and none of them implies another.

How do I check a certificate quickly?

Two checks: the article described has to be the article shipped, and the validity period has to cover the shipment date.

People Also Ask

What is the difference between OEKO-TEX and GRS?

OEKO-TEX tests the article against substance limit values; the recycled content family accounts for certified input and its custody.

Does OEKO-TEX prove recycled content?

No. A substance test says nothing about where the material came from.

What does bluesign certify?

The chemical input stream at the processing stages, not the finished article or its recycled content.

Which certificate do I need for a recycled content claim?

A transaction certificate for the lot, backed by the scope certificates for every site in the chain.

When should certificates be requested?

At quotation, before the fabric is booked, because two of the three are held upstream of assembly.
