What Should the Compliance Section of a Bag RFQ Say?

A compliance section is the part of a request for quotation that decides which documents will be producible later. Nine fields do the work, and every one of them changes either the price or the calendar if it is left out. This page sets them out with wording you can paste into a specification.

Request for quotation open at the compliance section with nine numbered fields
Nine fields, placed above the price rows so they get priced rather than discovered.
Quick answer

Put compliance into the request for quotation rather than raising it after the price is agreed. Nine fields cover most programmes: destination market and user group, the restricted-substances list with its version, the test panel and who pays, the basis the samples are taken on, which components are included, what claim evidence has to be supplied, acceptable formats and language, the due gate, and the change-control duty. Limits, lists and thresholds change when a regulation is amended. Confirm every figure against the current official text before you rely on it, and ask your importer of record to confirm the version that applies in the destination market. MOQ 500 pcs, sampling 6-10 working days, bulk 35-50 days.

Where Does the Compliance Section Sit in an RFQ?

Between construction and commercial terms. It belongs to the specification rather than to the commercial discussion, because its answers are facts about the product rather than prices. Keeping it there also means it can be carried into the purchase clause by reference, word for word, rather than being rewritten by somebody who was not in the original conversation.

The other reason for its position is practical: the recipient reads top to bottom and prices what it reads. A compliance requirement buried in an appendix is read after the number is calculated, which is the same as being read too late. Put it where the person building the cost will meet it.

Which Fields Does a Compliance Block Need?

Nine cover most programmes, and the order matters because the first two determine the rest. Market and user group decide which regimes apply. Everything downstream — panel, inclusions, claim evidence, formats — follows from that pair. Getting them wrong at the top means the whole block is scoped against the wrong rulebook, however carefully the rest is written.

Nine fields. The first two set the rulebook; the rest are consequences of that choice.

Should the Section Name a Standard or Describe a Requirement?

Both, in that order. Naming a standard and its version gives precision and a shared reference, which is what lets both sides argue from the same text. Describing the requirement in measurable terms keeps the obligation alive when the standard is revised, because the obligation was written as an outcome rather than as a citation that will age.

Writing only a citation creates a different problem: compliance becomes a matter of which version somebody had in mind. Writing only a description creates the opposite problem, because two parties can read the same sentence differently. Setting the citation first and the measurable outcome second means there is a document to point at and a test to run.

Write the acceptance criterion before you write the requirement

If you cannot say how you will decide whether an answer is acceptable, the requirement is a wish. Criterion first, then the wording that serves it.

How Do You Write an Acceptance Criterion That Can Be Tested?

By making every element observable. "Compliant with applicable regulations" is untestable and will be agreed to by everybody. "A test report against list version X, dated within the production window, covering the shell, lining, print and hardware, with results expressed in milligrams per kilogram and the reporting limit stated" can be checked in ten minutes by anyone holding the document.

  • Name the document type, not a category of goodness.
  • Name the instrument and version it answers.
  • Name the components and colourways it must cover.
  • State the unit, and demand a reporting limit per result.
  • State the window: issued after the goods were made.
  • State the language and whether an original is required.
  • State who may issue it, up to accreditation where relevant.

Two sentences of this quality replace a page of aspiration, and they convert disputes into checks. When something arrives that fails one of the seven elements, you are not arguing about whether it is good enough; you are pointing at a field that does not say what it was required to say.

How Do You Allocate Cost for Testing?

Make it a quoted line rather than an argument. Ask the recipient to price the panel for the number of colourways and parts you actually want tested, and to price a second, narrower scope separately so you can see the trade-off. Testing paid for once and re-quoted per lot behaves differently in the unit cost than testing absorbed into the first article, and both arrangements are legitimate if agreed openly.

Four ways to pay for the same report. Whichever you choose, write it into the quotation.
Cost arrangementHow it appears in the unit priceAdvantageWatch out for
Absorbed into the first orderHigher unit cost on the first runNo separate approvals laterReorders may assume the testing repeats
Quoted per lotA variable line per shipmentMatches cost to volume actually shippedNeeds approval each time, which invites cutting
Shared between the partiesSplit and documented in the quotationBoth sides have an interest in passingHas to be written down, or it will be remembered differently
Development-only, then re-quotedLow first price, later additionSuits exploratory rangesThe later surprise is worse than an honest first price

What Should You Attach to the Compliance Section?

Three attachments turn a written section into something somebody can act on. The first is the versioned bill of materials, in the same form it will be used for sampling and production. The second is the restricted-substances list you intend to rely on, with its version and issue date, rather than its title. The third is a component ranking, so it is obvious which lines carry the most risk and which are traded off against each other.

Teams resist attaching these because it feels excessive early in a conversation. The opposite is true: a request without attachments is answered with assumptions, and assumptions are what you spend the following six weeks correcting. The attachments also become the reference for every later conversation about whether the evidence covers what shipped.

  • The bill of materials, versioned, matching the tech pack.
  • The restricted-substances list, with version and date.
  • A risk ranking across components and colourways.
  • Any previous report the range relies on, so the scope can be compared.
  • The destination markets written as a list, not implied by the customer name.

How Do You Handle Colourways Inside One RFQ?

Say explicitly rather than leaving it to interpretation. A colour set sharing one construction and one dye range is not automatically one test case, because print coverage, pigment chemistry and coating thickness can differ more between two shades than between two constructions. Where the panel is quoted per combination, ask for the price per extra shade so you can see the real cost of adding one.

Five situations, five scopes. Ambiguity here is quoted, and later billed, as the narrowest reading.
Colourway situationReasonable scopeWhyWhat to write in the RFQ
Same cloth, no print, adjacent shadesOne test across the setLow chemical variation between the shadesTest the darkest shade and record the decision
Same cloth, heavy localised printTest the printed panel separatelyThe print carries its own chemistryAdd the printed panel as an extra sample line
Different cloth per colourwayOne test per materialMaterials differ, not merely pigmentsAsk for a separate price per material
Coated versus uncoated variantsTest each variantThe coating changes the restricted-substance pictureList each finish as a distinct component
Recycled input appearing in one colourwayTest that input separatelyRecovered material can carry contaminantsRequire a report on the recovered lot

What Does Compliance Do to Sample Approval?

It separates two questions that are usually merged into one decision. The first is whether the sample before you is acceptable: its dimensions, its handle, its construction and its finish. The second is whether the evidence you hold describes the goods that will actually ship. A favourable answer to the first says nothing about the second, and collapsing them is how a well-approved sample becomes an unevidenced shipment.

A report produced on a development sample is evidence about that sample alone. It supports an approval decision, and it does not cover a production lot made weeks later from different rolls. Writing both requirements into the request keeps the distinction visible at the moment it matters.

The economical arrangement is to test once on development to catch specification errors early, and once on the production lot to carry the file, with the two clearly labelled in the document register so nobody later mistakes one for the other. That is two reports rather than one, and it is considerably less expensive than discovering at customs entry that only the first was ever commissioned.

What Does the Compliance Section Do to the Calendar?

Almost nothing, if it was written before quotation, and a great deal if it was raised after production starts. Collecting declarations runs alongside material booking. Testing runs inside the bulk window: sampling takes 6-10 working days from a signed-off tech pack and bulk takes 35-50 days from written sample approval, and a chemical report commissioned early in that window lands well before packing.

The delays people blame on compliance are almost always caused by sequencing rather than by testing itself. Waiting until a sample is approved to ask whether the mill can declare anything, then discovering it cannot, costs weeks that no laboratory can recover. The same question asked at quotation costs one email.

How Do You Stop "Compliance Later" Replies?

By refusing to accept them as answers. Where a quotation says compliance testing will be arranged later, the correct response is to treat the quotation as incomplete rather than to note it and move on. A price without its compliance line is a different price, and comparing it against one that includes testing is comparing two things that were never the same.

Seven ways a reply avoids the question

  • "We are compliant with all requirements" with nothing cited.
  • "Testing can be arranged if needed" instead of pricing it.
  • A certificate offered where a test report was requested.
  • A report offered on an earlier or different construction.
  • A promise to send documents after the goods ship.
  • A tick box where the field asked for a named document.
  • Silence on the fields at the bottom of the list.

What Should Come Back With the Quotation?

A compliance response sheet mirroring your nine fields, with the same numbering, an answer per field and — where the answer is a document — the document itself. Anything less is a promise, and promises are renegotiated under exactly the conditions you were trying to avoid. The sheet becomes the reference for everything later.

How Does the RFQ Section Become the Contract Clause?

By repeating it verbatim. Copy the nine fields and the acceptance criteria into the purchase document as a schedule, state that the quotation and its compliance response form part of the agreement, and make the balance payment conditional on the set being complete and usable. Because the section was written as observable criteria rather than as aspiration, the transfer from quotation to contract is mechanical.

Then close the loop with change control. A clause requiring written notice before any material, component, coating or process changes, and re-testing where the change touches an evidenced property, is what keeps the clause true beyond the first shipment. Without it, everything above holds for one order and quietly stops applying to the next.

Add one line about who may sign off a substituted document. Programmes rarely fail on the first order; they fail on the fourth, when a materials shortage forces a substitution and an available document is offered as equivalent. Requiring that equivalence to be accepted in writing by a named person converts a quiet swap into a decision somebody owns.

Finally, keep the section versioned. Every time a field changes, issue a new version of the whole block and note which orders were placed against which version. When a reviewer asks why the evidence for one season says something different from the next, the answer should be a document rather than a recollection.

Frequently Asked Questions

Where should a compliance section go in an RFQ?

Between the construction specification and the commercial terms, so it reads as part of the product definition and gets priced rather than discovered after the fact.

How many fields does a compliance block need?

Nine cover most programmes: market, user group, restricted-substances list with version, panel and payer, sampling basis, included components, claim evidence, format and language, and the due gate with change control.

Should I name a standard or describe what I need?

Do both, citation first and measurable outcome second. The citation gives a shared text; the outcome keeps the obligation alive when the citation is revised.

What makes an acceptance criterion testable?

Observable elements: document type, instrument and version, components covered, unit and reporting limit, date window, language and format, and who may issue it.

Who should pay for compliance testing?

Whoever you agree, provided it is priced in the quotation as a named line. Testing absorbed into the first order and testing quoted per lot are both legitimate when written down.

Does a compliance section extend the schedule?

Rarely, when it is written before quotation. Declarations are collected at booking and testing runs inside the bulk window, so delays usually come from asking late rather than from testing itself.

How should I respond to a quotation that defers compliance?

Treat it as incomplete. A price without its compliance line is not comparable with one that includes the evidence you specified.

What should the recipient return alongside the price?

A compliance response sheet mirroring your fields with an answer per line, plus any document already held: availability answers, panel price, scope, lead time, claim availability and the laboratory named.

Can the RFQ section be reused as a contract clause?

Yes, and it should be copied verbatim as a schedule, with the quotation forming part of the agreement and the balance payment conditional on a complete set.

What happens if a component changes after testing?

That is why change control belongs in the section. Notice before any material or component change, and re-testing where the change touches something the evidence covered.

How detailed does the component list have to be?

Down to every line of the bill of materials, ranked by risk. Partial lists quietly exclude prints, coatings and trims, which are where most findings sit.

Is one compliance section enough for a whole range?

Only where every style shares the bill of materials, market and user group. Where they differ, the differences need their own lines rather than a shared assumption.

People Also Ask

What is a compliance section in a bag RFQ?

The block of the request that specifies which evidence must accompany the order, written as observable fields rather than as general assurances.

How many fields should it have?

Nine cover most programmes, starting with destination market and intended user group.

Does it change the price?

It should, and openly. Testing quoted as a named line is honest; testing added after approval is not.

Does it extend lead time?

Not when raised at quotation. Sampling runs 6-10 working days and bulk 35-50 days, and the evidence fits inside that window.

How does it become enforceable?

By repeating it verbatim in the purchase document and making the balance payment conditional on a complete and usable set.
